2026 GLCAP Summer Crisis Program now accepting applications

Great Lakes Community Action Partnership (GLCAP) will help eligible Ottawa, Sandusky, Seneca, and Wood County residents stay cool during the summer months through the Summer Crisis Program, taking place now through Sept. 30, 2026.

The Summer Crisis Program provides assistance with electric utility bills, central air conditioning repairs, and the purchase of air conditioners or fans for eligible households. The program assists households with a member age 60 or older, a household member with physician documentation that cooling assistance is needed for a medical condition, households that have received a disconnect notice or have already had their electric service shut off, or households that are trying to establish new electric service.
Eligible households must be at or below 175% of the Federal Poverty Guidelines (e.g. $27,930 annual income/household of one; $57,750/household of four). For households with eight or more members, income is based on 60% state median income.
Clients need to bring the following documents to their appointments:
• Copies of their most recent energy bills.
• A list of all household members and proof of income for the last 30 days or 12 months for each member.
• Proof of U.S. citizenship or legal residency for all household members.
• Proof of disability (if applicable).
• Physician documentation that cooling assistance is needed for a household member’s health (if there isn’t a household member over the age of 60).
