Update on Classroom Trainings
Rural Community Assistance Program (RCAP) classroom trainings will be postponed until further notice. RCAP is opting to postpone trainings due to concerns over the coronavirus outbreak and with respect to guidance from local, state and federal health officials.
On-site training can be made available by request. We provide training to boards, councils and other organizations. Contact any Ohio RCAP representative for scheduling information.

Are you facing a large water or sewer project? Do you need to learn how to manage it? Ohio RCAP, in cooperation with the Ohio Water Development Authority (OWDA), has developed a training course that consists of three components for local decisionmakers who have never experienced a capital improvement project in their community, or are looking for help in planning a project. RCAP training covers planning, engineering selection, funding, design, and construction, and what to expect along the way.
Are you facing a utility rate increase? Not sure which way to turn? Ohio RCAP, in cooperation with the OWDA, has developed a training course for decisionmakers on setting utility rates. Our training consists of two components: Rate Analysis and Rate Structure.
Rate Analysis covers topics such as:
- the characteristics of a good rate structure
- an overview of rate analysis
- asset management
- safeguarding utility funds; and
- user classifications and groups
