Why RCAP Training?
RCAP self-paced training provides instruction for water system operators, government officials and local administrators. If traveling for in-person training is not an option, consider the courses provided by RCAP. Instruction can be taken for class credit, or as a way to supplement your own in-house coursework.

RCAP is pleased to launch a new platform for free, self-paced online training. In September 2020, we revamped two of our most popular courses:
101: Utility Management for Local Officials
The Utility Management course for Governing Boards was developed by the Rural Community Assistance Program (RCAP) in Ohio. Participants will receive an overview of the three capabilities of a properly operated and maintained utility system, which includes Managerial, Technical, and Financial. Governing board roles and responsibilities, along with applicable laws, will be presented. Participants also will discover the importance of the technical capacity of a utility system including the role of certified operators and properly maintained assets.
This course is completed with a discussion about financial management, record-keeping, rate setting, and funding capital projects. Participants must spend at least 90 minutes reviewing course materials in order to receive a certificate of completion.
This course has not been approved for contact hours for Ohio operators.
201 Financial Management for Local Officials
Financial Management for Governing Boards was developed by the Rural Community Assistance Program (RCAP) in Ohio. Participants will receive an introduction to financial management best practices for water and sewer utilities. Course material includes a focus on planning, budgeting, accounting, customer outreach, and the importance of good reporting and financial record keeping. Guidance on building a mission and system goals to steer policy and financial decision-making will be highlighted. This course also addresses how asset management planning informs budgeting, which in turn provides the revenue target for rate setting.
Participants must spend at least 90 minutes reviewing course materials in order to receive a certificate of completion.

Requirements for Course Credit
Important Information About Credit for OEPA Principal Forgiveness
In order to receive a certificate for attending, including those who need to complete the course for OEPA Principal Forgiveness awards, you must spend a minimum of 90 minutes reviewing each course (3 hours total for 101 and 201) and complete all exercises, pre and post-test questions.
We encourage all participants to watch the introductory video above to learn how to create a login and track their time spent in each course.
It is expected that an average participant may spend 2-3 hours reviewing all materials and you are welcome to take longer in this self-paced course. You are permitted to exit the course and return at any time. All cumulative time is automatically tracked and reported.
These courses 101 and 201 have not been approved for contact hours for Ohio operators.

Asset Management for Drinking Water Systems
This training will explain to administrators, council members, board members and operators the basics of establishing a rate of charge that incorporates a "full cost recovery" for their applicable water utility. The course explains how to research, forecast and construct a water rate of charge that not only covers standard O&M but includes all applicable set-aside escrows needed to maintain the utility well into the future.
Basics of Budgeting for Water Utility
This training will explain to administrators, council members, board members and operators the basics of establishing a rate of charge that incorporates a "full cost recovery" for their applicable water utility. The course explains how to research, forecast and construct a water rate of charge that not only covers standard O&M but includes all applicable set-aside escrows needed to maintain the utility well into the future.
