Community Loan Fund

The GLCAP Community Loan Fund provides loans for facility improvements such as the development and rehabilitation of water, wastewater and storm water infrastructure, parks, buildings, and other needs projects that stimulate and sustain community development and increase access to capital for low-income areas.

The fund offers gap financing after other available sources are researched and/or obtained or to finance projects that require a smaller amount of capital. No-cost technical assistance is available for preparing loan applications. Loans carry a 1% origination fee. Planning and design loans are available at 4% for up to five years; construction and equipment loans are available at the same rate for up to 10 years. There are no prepayment penalties for loans.

Eligibility guidelines

Loans are available to Ohio public organizations, public and private non-profits, and private non-profits that serve a population of 25,000 or fewer. Collateral is required and is determined on a case-by-case basis.
